It has been a while since my last post.
And here i will show you on how to put snow in an image. There are many ways of doing it shown by other people and this is my version on it. I choose the KLCC image. :) and I'm using GIMP.
(here is the original image)
(and the results)

Step 1: Open an image.
Step 2: Select the fuzzy button (change mode to 'add to current selection') and click on the background of the building. Remember to click on everything including the sky and clouds.

Step 4: Click Select>None.
Step 5: Duplicate that image.
Step 6: Change the foreground color to light blue, and the background color to darken blue.
Step 7: Choose Color>Map>Gradient map.
Step 4: Click Select>None.

Step 6: Change the foreground color to light blue, and the background color to darken blue.
Step 7: Choose Color>Map>Gradient map.
(and it should look something like this)
Step 8: Select layers mode to 'overlay' to add the cool-look within the image.
Step 9: Create new layer and fill it with black.
Step 9: Create new layer and fill it with black.
Step 10: Select Filters>Noise>HSV Noise. Set holdness=2, hue=max, saturation =80, value=max.
Step 11: Set the layer mode to 'screen'.
Step 12: And now we have the snow as what we wanted. But it's not ready yet. Select Blur>motion blur and set the length to '4' and direction of the falling snow to '230'.
Step 13: Duplicate that layer, select scale and choose width=200 ,make sure to pick on 'percent' and not 'pixels'
Step 14: Tone down the opacity of the layer, and you should be getting a nice snowy scene of an image.
